The Wissahickon Neighbors Civic Association is a nonprofit corporation and a Registered Community Organization under the Philadelphia Zoning Code. This page holds the documents that govern how the Association operates — our Bylaws, our Fiscal Policy, the minutes of our public meetings, and any amendments currently before the membership.

Members may request any of these documents directly from the Secretary at any time.

Before the Membership: Proposed Amendments to the Bylaws

Vote: Thursday, October 15, 2026 — 7:00 p.m., Pilgrims Church, 3815 Terrace St.

On review of the Bylaws adopted in July, four places were found where the text repeats itself or is internally inconsistent. The Board of Officers has proposed corrections to each. These are drafting errors rather than changes of policy, and none of them affects the validity of the July vote.

Three of the four change nothing about how the Association operates. The fourth adds a safeguard to the Neighbors Playground Committee that the Neighbors Woodland Committee already has.

Under Article XVIII, adoption requires an affirmative vote of at least two-thirds of the members present. The amendments will be presented and discussed at the September 17 general meeting, with no vote taken that evening.
